When a company is planning a project and is seeking economic development tax incentives, Louisiana Economic Development requires an Advance Notification. The Advance is required for the Quality Jobs, Enterprise Zone, Restoration Tax Abatement and Industrial Tax Exemption programs. The Louisiana Board of Commerce and Industry provides oversight for these programs.

Board Approved Projects are approved applications for the four most frequently used incentives: Quality Jobs, Enterprise Zone, Restoration Tax Abatement or Industrial Tax Exemption.

Types of Incentives:

Enterprise Zone
Either a $3,500 or $1,000 tax credit for each certified net, new job created and either a state sales/use tax rebate on capital expenses or 1.5 percent investment tax credit for qualifying expenses.

Industrial Tax Exemption
With approval by the Board of Commerce and Industry and local governmental entities, the program provides an 80 percent property tax abatement for an initial term of five years and the option to renew for five additional years at 80 percent property tax abatement on a manufacturer's qualifying capital investment related to the manufacturing process in the state.

Quality Jobs
Up to a 6 percent rebate on annual payroll expenses for up to 10 years and either a state sales/use tax rebate on capital expenses or a 1.5 percent project facility expense rebate for qualifying expenses.

Restoration Tax Abatement
Provides an up-to 10-year abatement of property taxes (ad valorem) on renovations and improvements of existing commercial structures and owner-occupied residences.

*Five-year contract; option for five-year renewal with approval from local governing authority, Board of Commerce and Industry and governor's approval.

Research and Development Tax Credit
A tax credit up to 30 percent to existing businesses with operating facilities in Louisiana to establish or continue research and development within the state.

Digital Interactive Media and Software Tax Credit
A 25 percent tax credit for in-state labor, and an 18 percent credit for eligible production expenditures.
